At North Carolina State University, he was elected a Fellow of the American Nuclear Society, won outstanding teacher awards, and became one of 450 Health Physicists certified by the American Board of Health Physics. He engaged in research, teaching of undergraduate and graduate courses, and aided in the origination of radiology safety courses in nuclear engineering. He left North Carolina State University early in his career for one year to become Head of the Advanced Fuels Development department at Gulf General Atomics in La Jolla, California and later for six years to become Vice President of Corporate Nuclear Safety and Research at Carolina Power and Light Company. In this position he engaged in independent evaluations of the safety of the company's three nuclear plants, supervised the corporate research programs, and served as the corporate spokesman on matters related to nuclear safety.
Thomas S. Elleman returned to North Carolina State University in 1985 as Associate Dean. For over the next seventeen years, he worked as a part-time Administrative Judge for the United States Nuclear Regulatory Commission, serving on the Atomic Safety and Licensing Board panel to evaluate safety related concerns raised by the public related to nuclear plants. He also served twelve years on the Raleigh Greenway Commission and the Parks and Greenways Advisory Committee that were instrumental in the development of the greenway trail system in Raleigh.
