Frank Newton Phillips, Jr., was an civil engineering student at North Carolina State College. He graduated with a bachelor of science degree in 1937. He remained in North Carolina, and during his career he worked on projects for Piedmont Natural Gas, Colonial Pipeline, and the Greensboro airport. He died in 2010 at age 94.
