<p>In a discussion with <name type="person">M. M. Weiss</name> of the Health Physics Division of the<lb/>
<name type="corporate">Brookhaven National Laboratories</name>, and <name type="person">M. E. Smith</name> of the Meteorology group at<lb/>
<name type="corporate">Brookhaven</name>, the following points were discussed and the following conclusions<lb/>
were reached:<lb/>
<list><item>a. The elevation of the monitors is not considered necessary. All<lb/>
of the <name type="corporate"><abbr expan="Brookhaven National Laboratory">BNL</abbr></name> monitors are in small wooden structures on the ground,<lb/>
except one station which is at an elevation of about 300 feet on the<lb/>
tower. It was the opinion of the group that the roofs of the campus<lb/>
buildings would make satisfactory monitor sites if they are sufficiently<lb/>
accessible. It is to be emphasized that this elevation is not <orig reg="considered">con-<lb/>
sidered</orig> necessary in that ground stations have proved satisfactory in<lb/>
every way.

<item>b. Trees in the vicinity do not constitute a serious obstruction in that<lb/>
they do not interfere greatly with the normal flow of air. Tall<lb/>
buildings do constitute a serious obstruction in that they do impede the<lb/>
flow of air.</item>

<item>c. In flow of the number of reasonably tall buildings in the immediate<lb/>
vicinity of the stack it is evident that the rough ten stack length<lb/>
rule needs to be modified. In the judgment of the group, the near<lb/>
monitors should be at a distance of about 600 ft.

<item>d. Tests should be made with a mobile monitor at all buildings or knolls<lb/>
at or slightly above stack height within a radius of 10 miles.
