     <p>We here in the <name type="corporate">School of Engineering</name> will be very happy to have <name type="person">President <lb/>
     Celal Bayar</name> and <name type="person">Madame Bayar</name> of <name type="place">Turkey</name> and their party visit the <name type="place">Nuclear <lb/>
     Reactor</name> on Thursday morning, <date value="1954-02-18">February 18</date>. I am glad that you and <name type="person">Dr. Beck</name> <lb/>
     have worked out the arrangements and details. <name type="person">Dr. Beck</name> has suggested to <lb/>
     me that <name type="person">Dr. A. C. Menius</name> will be on hand to receive the visitors and ex- <lb/>
     plain the <name type="place">Reactor</name>. If for any reason he is prevented from being here, <name type="person">Dr. <lb/>
     <abbr expan="Walter Dexter">W. D.</abbr> Whitehead, Jr.</name>, will be on hand.</p> 
    
     <p>At the present I am scheduled to attend a national meeting of the <lb/>
     <name type="corporate">American Society for Engineering Education</name> in <name type="place">Atlanta</name> on <date value="1954-02-17">February 17</date>, <date value="1954-02-18">18</date>, <lb/>
     and <date value="1954-02-19">19</date>. There is some uncertainty about this date due to conflicts with <lb/>
     the University Conference meeting at <name type="place">Chapel Hill</name>. Also, the difficulty <lb/>
     of satisfactory arrangements in <name type="place">Atlanta</name> at this time leaves the remote <lb/>
     possibility that I might be here on <date value="1954-02-18">February 18</date>. If I am I will certainly <lb/>
     be on hand at 11:50 A. M.</p>

      <p>In another memorandum addressed to all the Deans, etc. I have told <lb/>
      of the proposed visit of <name type="person">President Celal Bayar</name>, and <name type="person">Madame Bayar</name>, <lb/>
      of <name type="place">Turkey</name>, to <name type="corporate">N. C. State College</name> on the morning of Thursday, <lb/>
      <date value="1954-02-18">February 18</date>. You will have noted that <name type="person">President Bayar</name> has expressed <lb/>
      a particular desire to visit the <name type="place">Nuclear Reactor</name> here at <name type="corporate">State College</name>. <lb/> 
      Time will be extremely short, but <name type="person">Chairman George Geoghegan</name>, of the <lb/>
      Special Reception and Arrangements Committee, has tentatively desig- <lb/>
      nated the period from 11:50 A. M. to 12:05 P. M. for the visit to the <lb/>
      <name type="place">Reactor Building</name>. I hope that this meets with your approval, and that <lb/>
      you and <name type="person">Dr. Beck</name> will be on hand to greet him.</p>
     
     <p>As I pointed out, neither President nor <name type="person">Madam Bayar</name> speaks any English. <lb/>
     However, interpreters will be plentiful. I should imagine that you <lb/>
     would wish to allow 5 to 10 minutes for a description of the laboratory, <lb/>
     including interpretation.</p>
     
     <p>I would appreciate your letting me know whether this schedule is satis- <lb/>
     factory.</p>

     <p>As you may know, <name type="person">President Celal Bayer</name>, of the <name type="place">Republic of Turkey</name>, <lb/>
     and <name type="person">Madam Bayar</name>, plan to in the <name type="place">United States</name> soon, and will visit <lb/>
     <name type="place">New York City</name>, <name type="place">Washington D. C.</name>, <name type="place">Cleveland</name>, <name type="place">Chicago</name>, <name type="place">Dallas</name>, and <lb/>
     <name type="place">Raleigh</name>. The presidential party, which will include three ambass- <lb/>
     adors and several other dignitaries plus various representatives of <lb/>
     the press, etc., numbering about twenty-five in all, will arrive in <lb/>
     <name type="place">Raleigh</name> on the morning of Thursday, <date value="1954-02-18">February 18</date>. According to a <lb/>
     representative of the <name type="corporate">Turkish Embassy</name>, <name type="person">President Bayer</name> has expressed <lb/>
     a desire to visit the <name type="place">Nuclear Reactor</name> and the <name type="corporate">School of Textiles</name> at <lb/>
     <name type="corporate">N. C. State College</name>, a cigarette factory in <name type="place">Durham</name>, and the <name type="place">Morehead <lb/>
     Planetarium</name> at <name type="place">Chapel Hill</name>.</p>
     
     <p>I have been asked to serve on a reception committee appointed by the <lb/>
     Governor and the Mayor of <name type="place">Raleigh</name>, under the joint chairmanship of <lb/>
     <name type="person">Mr. George Geoghegan</name>.</p>
     
     
     <p>According to tentative plans, the presidential party will proceed from <lb/>
     the <name type="place">State Capitol</name> to the <name type="corporate">School of Textiles</name> on Thursday, <date value="1954-02-18">February 18</date>, <lb/>
     arriving here at 11:00 A. M. M. for a quick tour of our building. At 11:40 A. M. <lb/>
     they will proceed to the <name type="place">Nuclear Reactor Building</name>, arriving there at 11:50 A.M., <lb/>
     and leaving at 12:05 P. M. for luncheon in the <name type="place">Morehead Building</name> at <name type="place">Chapel <lb/>
     Hill</name>.</p>
     
     <p>As you can see, the visit of <name type="person">President Bayar</name> to <name type="corporate">N. C. State College</name> will be <lb/>
     brief, indeed. However, I should like to extend to each of you a cordial <lb/>
     invitation to come to the <name type="corporate">School of Textiles</name> at 11:00 A. M. to meet President <lb/>
     and <name type="person">Madam Bayar</name>. I am told that neither one speaks any English, but I <lb/>
     understand that there will be plenty of interpreters around. Then, too, we</p>

     <p>are inviting the four Turkish students at <name type="corporate">N. C State College</name> to join <lb/>
     the group here.</p>     

     <p>I think that I should point out that <hi rend="strike">in</hi> schedules of this sort, over which <lb/>
     we do not have complete control, are subject to a considerable "standard <lb/>
     deviation". Moreover, such programs are frequently completely altered <lb/>
     at the last minute. My invitation to you is nonetheless cordial, and I <lb/>
     shall do my best to inform you of any changes that may occur.</p>
     
     <p>We are proud indeed that <name type="person">President Bayar</name> has put <name type="place">Raleigh</name> on his <lb/>
     itinerary on this good-will tour, and in particular, that he should have <lb/>
     expressed a desire to come to <name type="corporate">State College</name>.</p>
