<salute>Dear <name type="person"><orig reg="James Boyd">Mr. Boyd</orig></name>:</salute>

<p><name type="person">Dr. Thomas Miller</name>, Associate Director of the <name type="corporate">Bureau of Mines</name>, was <lb/>
here on our campus last <date value="1950-5-5">Friday, May 5</date>, then the first of this week <lb/>
I had your encouraging letter of <date value="1950-5-4">May 4</date>.  We are indeed happy that <lb/>
the <name type="corporate">Bureau of Mines</name> will be glad to enter into a cooperative agree-<lb/>
ment with <name type="corporate">North Carolina State College</name> which would make the <name type="place">Bureau <lb/>
of Mines Experimental Station Building</name> on our campus available to <lb/>
the College for the installation and operation of our low-temperature <lb/>
nuclear reactor.  I am sure that there will be no problems as to the <lb/>
conditions you suggest under which the agreement will be possible. </p>

<p>Last Friday Associate Director <name type="person">Miller</name>, <name type="person">Mr. Virgil Miller</name>, <name type="person">Dr. Clifford <lb/>
Beck</name>, and I discussed the use of the <name type="place">Bureau of Mines Building</name> for the <lb/>
proposed nuclear reactor and it was pointed out in this conference <lb/>
that we are quite anxious to proceed with a cooperative activity <lb/>
with the <name type="corporate">Bureau of Mines</name> and the use of the building.  Our detailed <lb/>
investigation, however, has left some questions unanswered which, <lb/>
at the present moment, prevents us from moving ahead.  For your <lb/>
infomration and so that you will know we are investigating every <lb/>
phase that might affect the reacotr, the present problems are:<lb/>
</p>

<list><item>1. Deatailed investigation has shown us that a utility <lb/>
or service tunnel carrying electricity, steam, <lb/>
water, etc., runs under the <name type="place">Bureau of Mines <lb/>
Building</name> and might be under one corner of the <lb/>
proposed reactor site.  This might gives us a <lb/>
foundation problem which will introduce more <lb/>
difficulties than we can handle, and in addi-<lb/>
tion, it might present hazards for protection <lb/>
and security because we cannot conveniently <lb/>
block off this tunnel. </item>

<item>2. The <name type="place">Bureau of Mines Building</name> is located a short <lb/>
distance from the new <name type="place">Mechanical Engineering Build-<lb/>
ing</name> which is now being erected and the <name type="corporate">Atomic Energy <lb/>
Safeguard Commission</name> has indicated that the proxi-<lb/>
mity of this building presents a hazard to the new </item>

<item><name type="place">Mechanical Engineering Building</name> and the proposed <lb/>
site of the reactor is not sufficient to meet the <lb/>
requirements.</item>

<p>We indeed appreciate your interest and support and we will keep you <lb/>
advised as we make progress in our planning and accomplishments in <lb/>
connection with the nuclear reactor here at <name type="corporate">Nortch Carolina State <lb/>
College</name>.</p>
