STAFF MEMORANDUM NO. 15 NUCLEAR REACTOR PROJECT ASSIGNMENTS

Now that the nuclear reactor project has reached the point where definite plans apparently can be made with some confidence, it is necessary to allocate definite portions of the project for detailing planning and follow up. It is clear, however, from the nature of the project, that very few items can be completely isolated and studies independently of the other items. Most items function in relation to all others, and very obviously, therefore, close cooperation and teamwork must exist be- tween all groups. Limits of responsibility, likewise, will be in many cases in- definable and overlapping, so that here, too, close cooperation and teamwork is an obvious requisite.

This cooperation will not wait on the formal allocation of detailed responsi- bility and authority, but instead must result from the common initiative and the common desire to see the overall goal achieved. Beyond this, coordination between groups will be maintained by regular meetings of the entire group. These meetings will be weekly, at present, at 2 P.M. Friday, and more frequently later if needed.

Incidentally, in all these projects, each man should be on the alert for design and development projects which could be assigned to graduate students for thesis problems.

1. Coordination of all building design and data with architect - N. Underwood. 2. Internal design of reactor - Menius*, Murray*, Underwood Paulson, Beck.Size, shape, of graphite, of reactor, of thermal column, of reactor envelope, shielding, details of exposure ports, interlocking concrete, neutron source, cooling coils. *Murray and Menius will decided between them the division of these topics into two groups; other members will assist on both groups. 3. Instrumentation - Waltner, Webb. Radiation detection and measurement, monitoring instruments; control console. 4. Control Rods, Level Indicator - Underwood, Beck, Webb. 5. Laboratory Arrangement - Meares, Stainback, Snyder, Paulson. Number of rooms, layout, function allocation, floor trenches in reactor room, hot drains. 6. Laboratory Furniture - Gildart, Murray, Brown. Work surfaces, hoods. 7. Laboratory Utilities - Lynn, Stainback, Lancaster. 8. Ventilation - Lancaster, Gildart, Menius. Laboratory air patterns, duct system, blowers, filters, stack dimensions. 9. Cooling water and radioactive waste gas disposal system - Murray, Underwood, Paulson.

10. Office Equipment - Snyder, Lynn. 11. Storage - Brown, Meares. Layout of assigned space, cabinets, shelving. 12. Work Shop, photographic dark rooms, instrument repair - Stainback, Waltner. Layout and equipment.

In addition to the weekly coordination meetings, I invite chairmen and members of the various groups to hold conferences with me, (and with each other), as frequently as desired.
