It is proposed that North Carolina State College will undertake, under
contract with the Atomic Energy Commission to train 16 students for a period
of nine months in a selected series of courses in Nuclear Engineering.

• a. Period of agreement: September 15, 1952, to June 15 1953.
• b. Financial arrangements:
  • 1. The students will be placed on the payroll of the Engineering
    Research Department of N. C. S. C. at $285/month(x16x9) = $41,040
  • 2. Reimbursement to State College for tuition, instruction,
    handling, etc., including overhead at at $1,250 (x16) = 20.000
  Total amount of reimbursement to State College in monthly
  installments of $6,000, the balance to become due with the
  last installment = $61,040
• c. Selection of students:
  By mutual agreement between N. C. State College and representatives
  of the Atomic Energy Commission, selection of students by examination of the
  credentials submitted with the application for admission, will be made.
  State College is not required to accept any student whose records are not con-
  sidered to meet minimum requirements for admission to the prescribed course of
  study.
• d. Course of Study:
  • 1. Assumed prerequisites: (Each student should present a record of experience
    including the equivalent

    • (a) Differential, Integral Calculus
      Differential Equations
    • (b) Sophomore Engineering Physics,
      Modern Physics, General Inorganic Chemistry
    • (c) Engineering Mechanics, Strength of Materials, Fluid Mechanics
    • (d) Thermodynamics, Elements of Electrical Engineering
    • (e) A bachelor's degree in some field of science or engineering
      from an academically qualified college or university.

  Students selected for admission to the training program having a weakness in
  any of the stipulated prerequisite courses are advised to attend the summer school
  session at N.C. State College beginning in June, in which most of the prerequisite courses
  are offered.

• e. Credit toward degree:
  If all prerequisite specifications are met, full credit toward the fifth
  year professional degree in Nuclear Engineering will be granted for all prescribed
  courses passed with a grade of B or better. To receive this degree, it is
  necessary to complete at least 54 quarter credits of approved course work above
  the bachelor's degree with a grade of B or better, and to present a satisfactory
  report of an assigned research or engineering project. The project must be
  

• accomplished and the report presented within one year after the completion of the
  course work in order for the degree to be granted.
  
  Credit toward a graduate degree (M.S.or Ph.D.) will not be granted for work
  performed in this program.
• f. Coordination with ORSORT:
  In order for the training program at N.C. State College to be closely coordi-
  nated with that at Oak Ridge, provision must be made for frequent contacts between
  the two organizations. Also, if it is intended that students, after completion
  of their course work at N.C.S.C., may subsequently be granted opportunity at Oak
  Ridge to engage in work on selected problems suitable for presentation for credit
  toward the Nuclear Engineering degree, the supervisory staff of N.C.S.C. will
  need to make frequent visits to ORNL. To provide for these contingecies, it is
  suggested that consultant contracts, providing for reimbursement of travel ex-
  penses and a nominal consulting fee be drawn between the staff members involved
  and Carbide and Carbon Chemical Corp. (or the A.E.C, if the latter is preferable).
• g. Renewal:
  To justify the expenditure of time, money, and effort by N.C. S. C.
  in providing increased staff, facilities, and equipment to accommodate the
  increased enrollment occasioned by the acceptance of the A.E.C students, it is
  suggested that an intent of renewal of this contract up to a total of not less
  than three years be expressed. The renewal, of course, would be subject to ad-
  justment in respect to the number of students involved in the program from year
  to year, and to such other modifications as might prove mutually desirable.
