Dear <name type="person">Col. Harrelson</name>:</opener>

<p><name type="person">Dr. Beck</name> and I would appreciate it very much if in the near future you will<lb/>
arrange a conference which would include not only administrative personnel from<lb/>
<name type="corporate">N. C. State College</name>, but also the President and Controller of the University<lb/>
and a representative from the Budget Department. The purpose of a <orig reg="suggested">sug-<lb/>
gested</orig> conference would be to consider and approve a plan of action for the <orig reg="construction">con-<lb/>
struction</orig> of the Nuclear Engineering Building, including the Nuclear Reactor.</p>

<p>The financial situation at the present time seems to be as follows: <orig reg="approximately">approx-<lb/>
imately</orig> $200,000 from the <name type="corporate">Burlington Mills</name>, and in the neighborhood of $95,000<lb/>
from state appropriations or $295,000 to complete the building and the Reactor.<lb/>
Estimates of construction costs indicate that the building will cost <orig reg="approximately">approx-<lb/>
imately</orig> $300,000 and the Reactor $125,000. These values include all engineering<lb/>
and architectural fees. It is sincerely hoped that the actual cost wil be less<lb/>
than the estimation, but it is certainly evident that more money will be needed<lb/>
to complete the project than is now on hand. I am sure, however, that this fact<lb/>
has been realized from the very first.</p>

<p>On <date value="1951-04-09">April 9</date>, the Architect has promised us complete plans for the Reactor and the<lb/>
part of the building it will occupy. On <date value="1951-05-14">May 14</date>, we will have final plans for the<lb/>
building. There are three specific problems to which we here in the <name type="corporate">School of<lb/>
Engineering</name> need instruction and direction from the administration:

<list><item>(1) A suggestion that the Architect contact contractors with requests<lb/>
for prices on construction, in spite of the seeming lack of<lb/>
sufficient funds to cover the estimated price.</item>

<item>(2) It may be desirable to construct the entire building in two phases:<lb/>
(a)    That section which includes the Reactor and (b) the rest of<lb/>
the construction, including the laboratory and service<lb/>
facilities<lb/>
<lb/>
The members of our Physics Department are doing the engineering<lb/>
work in connection with the Reactor and it is evident that if we<lb/>
are to move ahead that this activity be underway this spring, in<lb/>
order that they can give their full time and attention to it over<lb/>
the summer. In this way the building and the Reactor would be<lb/>
largely completed by the time school starts in the fall. It<lb/>
for this reason thut it may be desirable to undertake the <orig reg="construction">construc-<lb/>
tion</orig> of the project in two phases rether than wait for completion<lb/>
of the plans by <date value="1951-05-15">May 15</date>.</item></list></p>

<p><list><item>(3)  The matter of requesting information from contactors<lb/>
who would be interested in constructing this Reactor<lb/>
and building. We see two possibilities: (a) start<lb/>
requests for bids or (b) the award of the contract on<lb/>
a fixed fee basis.</item></list></p>

<p><name type="person">Dr. Beck</name> and I are most anxious to receive detailed information covering<lb/>
the points outlined above, and hope that will find an opportunity in<lb/>
the near future to call a conference of our administration, and fiscal<lb/>
officers to give us advice and guidance to further this <orig reg="development">develop-<lb/>
ment</orig> on our campus.</p>
