<p>According to the understanding reached in our discussion<lb/>
in <name type="corporate">Washington</name> last week, I am submitting a request that our <orig reg="report">re-<lb/>
port</orig> "<title>Program Administration and Installation Design of the<lb/>
Nuclear Reactor Project at <name type="corporate">North Carolina State College</name></title>,"<lb/>
<date value="1950-07-05">July 5, 1950</date>, by <name type="person">Clifford Beck</name> and colleagues, be declassified.<lb/>
Six copies of the report are attached hereto, for use in <orig reg="processing">pro-<lb/>
cessing</orig> through the routine declassification procedure.</p>

<p>Certain information contained in this report will prevent<lb/>
its declassification according to regulations now in effect.<lb/>
It is our hope, however, that the report may be judged by new<lb/>
guides, now under consideration, and that the new guides may<lb/>
be officially adopted in the very near future.</p>

<p>If it should develop that new guides which would permit the<lb/>
declassification of this report are not adopted, or if their <orig reg="acceptance">ac-<lb/>
ceptance</orig> is unduly delayed, it is our request that the <orig reg="information">informa-<lb/>
tion</orig> contained in this report be specifically examined on the<lb/>
possibility that declassification may be permitted as an <orig reg="exception">excep-<lb/>
tion</orig> to existing regulations, even though instructions of <orig reg="present">pre-<lb/>
sent</orig> guides might be overstepped at one or two points.</p>

<p>Finally, if neither of these courses are feasible, it is<lb/>
requested that declassification be accomplished with whatever<lb/>
minimum deletion is necessary.</p>

<p>Our concern in this involves much more than an academic<lb/>
interest in the present boundary between information of <orig reg="classified">classi-<lb/>
fied</orig> and that of unclassified nature.</p>

<p>The ease or difficulty which we may experience in building<lb/>
the Nuclear Reactor described in this report, or indeed the<lb/>
feasibility of attempting the project at all, depends in a large<lb/>
part on the portion of the project which may be constructed and<lb/>
operated as an unclassified establishment. Hence our keen<lb/>
interest in this decision, and our desire for as early an answer<lb/>
as possible.</p>
