<p>This letter is a status report on continuing plans for the nuclear reactor. At this time a preliminary design for the reactor had been submitted to the Atomic Energy Commission.

<p>This letter describes the present status of our program leading toward the <orig reg="establishment">es-<lb/>
tablishment</orig> of a nuclear reactor on the campus at <name type="corporate">North Carolina State College</name>.<lb/>
Some essential decisions in this program must be made in the very near future<lb/>
by the Administration of <name type="corporate">North Carolina State College</name> and the <name type="corporate">Consolidated <orig reg="University">Uni-<lb/>
versity</orig> of North Carolina</name>.</p>

<p>Since early last spring <name type="person">Dr. Beck</name> and I and several members of the Physics <orig reg="Department">De-<lb/>
partment</orig> have been working with members of the Research Division of the <name type="corporate">Atomic<lb/>
Energy Commission</name> in working out plans for the establishment of this <orig reg="low-temperature">low-tempera-<lb/>
ture</orig> nuclear reactor on our campus.  The <name type="corporate">Atomic Energy Commission</name> recognized and<lb/>
approved this forward and constructive type of thinking by giving our Physics<lb/>
Department a contract which helped our staff with the design of the reactor.<lb/>
At the same time the <name type="corporate">State of North Carolina</name> set up a budget to aid the work of<lb/>
the design of the reactor.  The preliminary design was completed and was submitted<lb/>
to the <name type="corporate">Atomic Energy Commission</name> in <name type="place">Washington </name>on <date value="1950-08-18">August 18</date>.  This preliminary<lb/>
design has been studied by various technical branches of the <name type="corporate">Commission</name> and on <lb/>
<date value="1950-09-15">September 15</date> the Reactor Safeguard Committee of the <name type="corporate">Atomic Energy Commission</name> held<lb/>
a formal meeting in <name type="place">New York</name> to consider this design.  <name type="person">Dr. Beck</name> and two other<lb/>
members of our Physics Department attended this meeting.</p>

<p>We now have unofficial information which indicates that the Safeguard Committee,<lb/>
as well as the Research Division of the <name type="corporate">Atomic Energy Commission</name>, deem it entirely<lb/>
feasible and safe to have a nuclear reactor of the kind that we propose on our<lb/>
campus at <name type="corporate"><abbr expan="North Carolina">N. C.</abbr> State College</name>, and such recommendations are being presented to<lb/>
the <name type="corporate">Atomic Energy Commission</name> proper.  It is anticipated that the <name type="corporate">Atomic Energy<lb/>
Commission</name> will be ready to announce its decision not later than the first week<lb/>
in October.</p>

<p>When this decision is made, <name type="corporate">North Carolina State College</name> and the Consolidated <orig reg="University">Uni-<lb/>
versity</orig> should be in a position to make a joint public announcement with the <name type="corporate">Atomic<lb/>
Energy Commission</name> on the essential features of this program as we desire them to<lb/>
be presented to the public.  We should be especially concerned as to financial <lb/>
support and working procedures.  The <name type="corporate">Atomic Energy Commission</name> has agreed that <lb/>
they will tentatively withhold all information on this program from the press <orig reg="until">un-<lb/>
til</orig> a joint release can be made.  The <name type="corporate">Commission</name>, however, frequently finds that<lb/>
"leaks" occur on such matters when there is such wide public interest as in this <lb/>
case.</p>
