<p>As a result of a conference with the <name type="corporate">Atomic Energy Commission</name> in <name type="place"><orig reg="Washington">Wash-<lb/>
ington</orig></name> on Thursday, April 13, <name type="corporate">North Carolina State College</name> of the <name type="corporate"><orig reg="consolidated">con-<lb/>
solidated</orig> University of North Carolina</name> has been encouraged to proceed<lb/>
with its program in Nuclear Engineering and with its proposed nuclear<lb/>
reactor.  Enclosed is a copy of a letter written by Director <name type="person">K. S. <orig reg="Pitzer">Pit-<lb/>
zer</orig></name> of the Division of Research of the <name type="corporate">Atomic Energy Commission</name>.  This<lb/>
letter was written to Acting <name type="person">President Carmichael</name> and <name type="person">Dr. Pitzer</name> asked<lb/>
me to place the designated copy in your hands.  I am also enclosing a<lb/>
copy of a letter which I wrote to the <name type="corporate">Atomic Energy Commission</name> setting<lb/>
forth certain technical details as to our project.  I also want to take<lb/>
this opportunity to express to you my appreciation for your help in this<lb/>
matter and particularly for the letter which you sent to the <name type="corporate">Atomic<lb/>
Energy Commission</name> in behalf of our Nuclear Engineering work.</p>

<p>The conference of yesterday at <name type="place">Washington</name>, which was attended by <name type="person">Dr. Beck</name><lb/>
and me, was held in <name type="person">Dr. Pitzer</name>'s office.  The <name type="corporate">Atomic Energy Commission</name><lb/>
was represented by a number of their leading technical experts and members<lb/>
of their legal department.  <name type="person">Mr. Carroll Wilson</name>, general manager of the<lb/>
<name type="corporate"><abbr expan="Atomic Energy Commission">AEC</abbr></name>, and <name type="person">Mr. Sumner Pike</name>, acting chairman of <name type="corporate"><abbr expan="Atomic Energy Commission">AEC</abbr></name>, are both acquainted<lb/>
with our interest and activity here at <name type="corporate">North Carolina State College</name>.
</p>
<p>The members of the <name type="corporate">Atomic Energy Commission</name> and staff attending the <orig reg="conference">con-<lb/>
ference</orig> gave <name type="corporate">North Carolina State College</name> a really sympathetic hearing.<lb/>
Their attitude was one of help and encouragement and the following <orig reg="concrete">con-<lb/>
crete</orig> results were agreed upon:</p>

<list><item>1. The <name type="corporate"><abbr expan="Atomic Energy Commission">AEC</abbr></name>through its Research Division is sending a letter<lb/>
to Acting <name type="person">President Carmichael</name> setting forth its position<lb/>
at this time in connection with our proposal to establish<lb/>
a reactor on our campus here at <name type="place">Raleigh</name>.  This letter is<lb/>
to be interpreted as a very favorable document, not only<lb/>
giving us permission to go ahead with the reactor design<lb/>
but also establishing <name type="corporate">North Carolina State College</name> and its<lb/>
<name type="corporate">School of Engineering</name> in a high position in the eyes of the<lb/>
<name type="corporate">Commission</name>.  It also compliments us on being the first <orig reg="educational">edu-<lb/>
cational</orig> engineering institution in the <name type="place">United States</name> to<lb/>
meet the need of training for atomic work by the <orig reg="establishment">establish-<lb/>
ment</orig> of a Nuclear Engineering program.  The compliment <orig reg="further">fur-<lb/>
ther</orig> includes our planning for the nuclear reactor, which</item>

<list><item>again is a "first" in an effort to make nuclear training<lb/>
available on a campus of an educational institution.</item>

<item>2. The <name type="corporate"><abbr expan="Atomic Energy Commission">AEC</abbr></name> through its <name type="place">Oak Ridge</name> branch has established a <orig reg="contract">con-<lb/>
tract</orig> with the <name type="corporate">School of Engineering</name> of <name type="corporate">North Carolina State<lb/>
College</name> and with <name type="person">Dr. Beck</name> and the undersigned to proceed<lb/>
immediately with plans for designing and safeguarding<lb/>
of the nuclear reactor to be built here.  The have allotted<lb/>
a sum of $5,000 which they will spend to fulfill this design<lb/>
objective.  It was suggested that <name type="corporate">State College</name> might join<lb/>
with a like amount to be expended through the summer to <orig reg="expedite">ex-<lb/>
pedite</orig> this program.

<item>3. It is further emphasized that the Safeguard Committee of the<lb/>
<name type="corporate"><abbr expan="Atomic Energy Commission">AEC</abbr></name> must approve the design of the reactor, the method of<lb/>
operation, the matter of public health, the location of the <lb/>
reactor, etc.  The approach of the <name type="corporate"><abbr expan="Atomic Energy Commission">AEC</abbr></name>, however, is that the<lb/>
reactor will be for training and research activity and in<lb/>
every way be unclassified so as to obtain the maximum <orig reg="benefit">bene-<lb/>
fit</orig> for educational purposes.</item>

<item>4. The <name type="corporate">Commission</name> was reassured that the <name type="corporate">College</name> would take every<lb/>
means to prevent any association or participation of <orig reg="individuals">individ-<lb/>
uals</orig> in this work or activity who are known Communists or have<lb/>
any suspicion of Communism in their record.
</item>

<p>Both <name type="person">Dr. Beck</name> and I appreciate your encouragement and wholehearted support<lb/>
in our endeavor to develop nuclear training here in the <name type="corporate">Engineering School</name>.<lb/>
We believe it is an important milestone in the contributing efforts of<lb/>
this institution.

<p>The Division of Research has been most interested in your proposal to construct<lb/>
a low power nuclear reactor at <name type="corporate">North Carolina State College</name>.
</p>
<p>This letter is to assure you that the <name type="corporate">Atomic Energy Commission</name> intends to <orig reg="encourage">en-<lb/>
courage</orig> the <name type="corporate">North Carolina State College</name> of the <name type="corporate">Consolidated University of North<lb/>
Carolina</name> in its proposal.  As you know, there are some aspects of the proposal which<lb/>
will require further study before the <name type="corporate">Commission</name> can approve the construction of such<lb/>
a reactor or allocate fissionable material for the purpose.  Principal among these<lb/>
is the development of a reactor type which will be suitable from a safety standpoint<lb/>
for location on the University campus and which from a security standpoint will <orig reg="permit">per-<lb/>
mit</orig> as free disclosure as possible of its design and operating characteristics.  These<lb/>
are problems which we have discussed with you and which seems to us at the present<lb/>
time to be entirely capable of solution.
</p>
<p>We understand that <name type="corporate">North Carolina State College</name>'s present proposal is to build,<lb/>
house and staff the reactor at its own expense, and that the College desires in turn<lb/>
to have the maximum possible freedom in determining the teaching and research uses<lb/>
to which the reactor may be put.  This situation is a new one in the <name type="corporate">Commission</name>'s<lb/>
experience, and for this reason we are particularly eager to learn how far it is <lb/>
possible to go in making this phase of atomic energy available for normal <orig reg="engineering">engineer-<lb/>
ing</orig> education and research.  We believe that <name type="corporate">North Carolina State College</name> is to be<lb/>
commended for its initiative in developing the type of engineering education <orig reg="necessary">neces-<lb/>
sary</orig> for full utilization of atomic energy.</p>

<p>The Division of Research is prepared to assist <name type="person">Dr. Beck</name> and <name type="person">Dr. Lampe</name> in <lb/>
collecting the information and visiting the technical authorities appropriate to<lb/>
the design of the reactor and the drafting of a detailed proposal.  The initiative<lb/>
in arriving at a satisfactory reactor design and adequate operating procedures<lb/>
should, in our opinion, be taken by the <name type="corporate">North Carolina State College</name>.</p>

<p>If we can be of further help in defining the <name type="corporate">Commission</name>'s position, or in<lb/>
aiding the <name type="corporate">North Carolina State College</name> in preparing a final proposal, please let<lb/>
us know.</p>

<p>For almost a year, at <name type="corporate">North Carolina State College</name>, development of a <lb/>
curriculum in Nuclear Engineering has been in progress.  In September, 1950,<lb/>
this curriculum will be offered to interested students.  It comprises a full<lb/>
undergraduate course of study, and a fifth-year and master's degree <orig reg="post-graduate">post-<lb/>
graduate</orig> programs.  An attached brochure: "A Curriculum in Nuclear Engineering<lb/>
at <name type="corporate">North Carolina State College</name>," describes this program in some detail.</p>

<p>A suggestion has been made that the presence of a low-power nuclear <orig reg="reactor">re-<lb/>
actor</orig> on the <name type="corporate">State College</name> campus would constitute tremendous advantage in<lb/>
the instructional aspects of the Nuclear Engineering program and in the <orig reg="associated">as-<lb/>
sociated</orig> research projects of the graduate training program.  Such a reactor<lb/>
could also be used as an extremely valuable tool in many diverse projects of<lb/>
numerous research groups in the vicinity of <name type="place">Raleigh</name>.</p>

<p>The second brochure attached hereto, "Proposal of a Nuclear Reactor at <lb/>
<name type="corporate">North Carolina State College</name>," presents a preliminary and qualitative <orig reg="description">descrip-<lb/>
tion</orig> of a low-power 'water-boiler' reactor, a brief list of the facilities of <lb/>
<name type="corporate">North Carolina State College</name> for carrying out the proposed program, and brief<lb/>
considerations of safety, security, and cost.  In this report it is proposed<lb/>
that the <name type="corporate"><abbr expan="Atomic Energy Commission">A. E. C.</abbr></name> permit a nuclear reactor to be constructed on the <name type="corporate">North<lb/>
Carolina State College</name> campus, and that the <name type="corporate"><abbr expan="Atomic Energy Commission">A. E. C.</abbr></name> furnish the requisite<lb/>
nuclear fuel for the reactor.</p>

<p>There appears to be ample information available of unclassified and <orig reg="declassified">de-<lb/>
classified</orig> nature for this reactor to be operated as an unclassified <orig reg="installation">unstalla-<lb/>
tion</orig>, on unclassified categories of research problems.  It is proposed that<lb/>
this be done.  The responsible <name type="corporate">State College</name> staff men involved in design and<lb/>
operation of the reactor would, of course, be cleared by the <name type="corporate">F. B. I.</name> and <lb/>
instructed in the limits of publicly disclosable information.  The United<lb/>
States loyalty of student and research participants, utilizing the reactor<lb/>
facility in unclassified instruction and investigation, should be definitely<lb/>
ascertained, but for these it is anticipated that <name type="corporate">F. B. I.</name> clearance should<lb/>
not be required.</p>

<p><name type="corporate">State College</name> proposes to provide the financial support for the reactor.<lb/>
With <name type="corporate"><abbr expan="Atomic Energy Commission">A. E. C.</abbr></name> approval of the project, it is anticipated that the requisite<lb/>
funds can be obtained.  Should subsequent developments, however, indicate the<lb/>
desirability of a portion of the funds being provided by the <name type="corporate"><abbr expan="Atomic Energy Commission">A. E. C.</abbr></name>, <orig reg="arrangement">arrange-<lb/>
ments</orig> for this should not be excluded by the initial agreement.
</p>
<p>
It is requested that these proposals be approved and permission be given<lb/>
for <name type="corporate">State College</name> to proceed with the design and construction of the reactor.</p>

<p>Specifically, in order for the College to proceed in the procurement of<lb/>
financial support, in arrangements for a building to house the reactor, and<lb/>
in the calculations and design of the machine, the following definite <orig reg="committment">committ-<lb/>
ment</orig> is requested:</p>

<q>Agreement of the <name type="corporate">Atomic Energy Commission</name> to the idea that, with<lb/>
satisfactory design, acceptable procedures, and adequate and<lb/>
responsible staff, an unclassified reactor may be constructed and<lb/>
operated by <name type="corporate">State College</name> on the <name type="corporate">State College</name> campus.
</q>
<p>If agreement is reached on this bais idea, additional arrangements,<lb/>
relative to an efficient, intelligent program for building the reactor, are<lb/>
requested:</p>

<list><item>1. <name type="corporate">F. B. I.</name> investigation for clearance of <name type="corporate">State College</name> staff<lb/>
members involved in the reactor program be arranged by the<lb/>
<name type="corporate"><abbr expan="Atomic Energy Commission">A. E. C.</abbr></name></item>

<item>2. Designation of a contact officier in the <name type="corporate"><abbr expan="Atomic Energy Commission">A. E. C.</abbr></name> through whom<lb/>
the cleared <name type="corporate">State College</name> men can obtain information needed<lb/>
in calculations and design of the reactor, relevant <orig reg="equipment">equip-<lb/>
ment</orig> from surplus <name type="corporate"><abbr expan="Atomic Energy Commission">A. E. C.</abbr></name> stocks, etc.</item>

<item>3. Arrangement of a committee with which the <name type="corporate">State College</name> men<lb/>
can, by mutual discussion and consideration, arrive at the<lb/>
features which may be included in and those which must be<lb/>
excluded from an unclassified installation.</item>
</list>
<p>We request your consideration of these proposals.
