The North Carolina Department of Transportation-GIS Unit developed the digital GIS Municipal Boundaries - Powell Bill 2004 data set from the 2004 Powell Bill boundaries which incorporated municipalities in North Carolina are required to submit to NCDOT on a regular basis. Satellite Annexations for towns carry the same population figure that the main town polygon contains, and towns split by county lines have the same population figure in each polygon. Sources for the boundaries vary in scale and format based on whatever the municipality supplied.
Incorporated municipalities are required to supply the NCDOT with their official municipal boundaries on a regular basis. This data were created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS). Municipal boundaries are recognized as a base cartographic layer for location analysis.
2004 Powell Bill Information: * 503 Cities/Towns are participating in Powell Bill, This also includes Butner with is federal property that is not incorporated. * 53 Cities and Towns are not participating but are still included in the GIS municipal boundary layer. Seven of these towns might not be incorported and can be identified by selecting (Incorporated = 'X') ================== Total: 556 Cities/Towns These 7 villages might not incorporated (Excluding Butner) - Cashiers in Jackson County - Chadwick Acres in Onslow County - Dudley in Wayne County - Gold Hill in Rowan County - Gold Point in Martin County - Palmyra in Halfax County There are two towns called Fairview. The one in Union County is incorporated but is not linked correctly on this web page: http://www.treasurer.state.nc.us/lgc/units The one in Buncombe County is not incorporated but does appear on the treasurer web site. Fairview for Buncombe is not included in the GIS file. Also, the seven non-incorporated villages plus Butner do not appear on the treasurer web site. Deleted: - Arlington in Yadkin County was taken by Jonesville. - Calvert in Transylvania County was taken by Rosman Most Population fields have been dropped. The population totals come from the North Carolina State Demographics. Web site: http://www.demog.state.nc.us/ * POP_APR_2000 = Population from census data April 1st 2000 * OLD_POP_JUL_2003 = Population from the web site on July 1st 2003 * NEW_POP_JUL_2003 = More accuate version of population based on 2004 boundaries. Only 87 cities/towns are different from the old population total. The 7 non-incorporated villages do not have population. * NEW_GROWTH = NEW_POP_JUL_2003 - POP_APR_2000 * NEW_PERC_GROWTH = NEW_POP_GROWTH / POP_APR_2000 * 100 This file was created at the NCDOT using an Intergraph GIS system, and converted to an ARC/INFO coverage. >system filename: mbpow2003 file size = 3.6 mb > >Revisions and updates to this layer include: > >6.) filename: mbpow040705. The NC DOT collected town and city maps of various scales from munici- palities participating in the Powell Bill. The maps were digitized in Integraph at NC DOT-GIS Unit and digital files compared for accuracy against the originals. DOT converted the data to ARC/INFO and attributes were supplied in an associated text file which was joined to the coverage.
Using ESRI's ARC/INFO GIS software, the dataset was built for arc and polygon topology using the "build" command. The "regionpoly" command was used to creat a polygon coverage from an existing polygon coverage composed of regions. Topology has not been edited since the last build or clean.
These data represent the locations and identities of municipalities which participated in the Powell Bill. The data layer is current to November 3, 1998, its release date. Satellite Annexations for towns carry the same population figure that the main town polygon contains, and towns split by county lines have the same population figure in each polygon. Sources for the boundaries vary in scale and format based on whatever the municipality supplied. An additional attribute showing 1997 population contains data from the Dept. of Cultural Resources, State Library of N.C.
The accuracy of the municipal boundaries in this data set vary according to the sources of the boundaries. DOT-GIS Branch should be contacted for specific information on a particular municipality.

A polygon coverage depicting incorporated municipalities in North Carolina, as collected by the North Carolina Department of Transportation-GIS Unit for the 2004 Powell Bill. The polygon attribute table (PAT) has attribute data including total area in coverage units (square meters), total perimeter (linear meters), polygon internal identification number, polygon user identification number; and pertinent municipality information. There are two region files that define the municipal boundaries. MBPOW2004.PATMB = Municipal boundaries without the county boundary.
