The NC Department of Crime Control and Public Safety, Division of Emergency Management, identified hurricane evacuation routes for the purpose of evacuating residents in eastern North Carolina in the event of a hurricane. The roads area a subset of the Department of Transportation digital roads data created to enable users to display and analyze primary, secondary and local routes. The base data are statewide Primary Roads consisting of Interstates, US Routes, and NC Routes.
This data layer was created to assist governmental decisions through use of a Geographic Information System (GIS).

The NC Center for Geographic Information and Analysis downloaded the "dot.roads.shp" digital roads layer for the state of North Carolina from www.ncdot.org/planning/statewide/gis/DataDist/GISDataShape.html (the NC Department of Transportation's website). Hurricane evacuation routes, as published by Division of Emergency Management, were extracted from the original shapefiles. The shapefiles were then merged into one shapefile using ESRI Geoprossessing Wizard in Arcview. The shapefile was then processed into an ARC/INFO coverage where all dangling intersections were corrected. The coverage was then converted back into a shapefile using ArcGIS.
Using ESRI's ARC/INFO GIS software, the dataset was built for arc and topology using the "build" command. The data set was then cleaned with the "clean" command. Topology has not been edited since the last build or clean.
These data represent roads in North Carolina as mapped by the NC Department of Transportation. Each feature is attributed with a feature description. Data represent all known roads at time of publication of sources, applicable to show at the 1:24,000 scale.
The hurricane evacuation routes were extracted from the original NC DOT shapefiles (1:24,000 scale or better) to create this data file.
