NC Department of Agruculture developed the digital Emergency Operation Centers data from addresses provided by the NC Emergency Management office. This file enables users to quickly find the County EOC in the event of an emergency. This data covers the entire extent of North Carolina. (NOTE: Pasquotank County and Camden County share the EOC center located in Elizabeth City.)
This data was created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS).

Earlier versions of this data set may exist. The user must be sure to use the appropriate data set for the time period of interest. Point locations were generated using geocoding in Arcview from the Emergency Operation Centers address list provided by the NC Emergency Management office. Address entries that listed PO Boxes and Rural Routes were researched to find the actual street address. The addresses where then address-matched using GDT street centerline data. Points that were address matched have accuracy greater than or equal to 90%. Those that did not address match with tolerance greater than 90% were manually matched using parcel data ownership information and/or www.mapquest.com. This digital file is updated as changes occur.
Using ESRI's ARC/INFO GIS software, the dataset was built for point topology using the "build" command. Topology has not been edited since the last build or clean.
All one hundred counties have EOC unique points with exception of Camden and Pasquotank, who share an EOC center.
The majority of Emergency Operation Centers were generated using geocoding in Arcview.
Emergency Operation Centers
Addresses that were PO Boxes and Rural Routes were updated with physical addresses by calling the local counties. The final address list was then address matched using GDT roads data.
