The North Carolina Department of Environment and Natural Resources, Division of Water Quality, in cooperation with the NC Center for Geographic Information and Analysis, developed the digital GIS Discharger Coalitions' Monitoring Sites data to help analyze the impact on water quality of the discharges of the coalition's members. This data contains sites from multiple coalitions that are monitored by the Division of Water Quality (DWQ). Each coalition contains multiple members for which they routinely collect water samples. Each member of a coalition is a permitted National Pollutant Discharge Elimination System discharger. This data identifies the point locations of the sample sites.
This data was created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System.

DWQ maintains the data in an internal SQL database. The attributes are reviewed by DWQ staff as the data is used.
Using ESRI's ARC/INFO GIS software, the data set was built for points using the "build" command. Topology has not been edited since the last build or clean.
These data represent the locations and attributes of all the current discharger coalition monitoring stations administered by DWQ.
DWQ received latitude and longitude values from participating dischargers and refined the locations using "Terrain Navigator" software which generates a latitude and longitude value at the cursor.

NC EHNR Division of Water Quality, Water Quality Section received station information, including latitude and longitude, from participating discharger. The information was kept in an internal SQL database, corrected as needed, and exported to an EXCEL spreadsheet for conversion to a GIS database.
CGIA converted data from an EXCEL spreadsheet into a shapefile in ESRI's ArcView GIS software. The shapefile was then converted to a coverage using ESRI's ARC/INFO GIS software.
