The North Carolina Department of Environment and Natural Resources, Office of Legislative and Intergovernmental Affairs, in cooperation with the NC Center for Geographic Information and Analysis, developed the digital Conservation Tax Credit Properties data to enhance planning, siting and impact analysis for the Clean Water Management Trust Fund project. This file outlines the extent of the property boundaries donated to the state in return for a tax credit.
This data was created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS).

This digital file is updated as needed. Attribute checks were performed by NCCGIA during data input.
Using ESRI's ARC/INFO GIS software, the dataset was built for polygon topology using the "build" command. Topology has not been edited since the last build or clean.
These data show the extents of properties donated for tax credit throughout North Carolina.
Tax credit properties data were acquired from various sources: existing data (where the boundaries already existed) or metes/bounds maps and deed descriptions. The accuracy of each property varies, dependent upon the source used.
Parcel data acquired from various counties through NCCGIA's Framework of Public Lands Data project
Conservation Land Trust data acquired by digitizing boundaries hand-drawn onto 1:24,000-scale topo maps
Paper maps and deed descriptions used to delineate tax credit property boundaries (NOTE: Properties that were donated after 1994 were not entered due to the fact that donations are not considered final for three years because of tax laws and time allowed to complete the transaction.)
Each tax credit property was researched to determine if the boundaries already existed in other CGIA digital data layers. If the boundaries did exist digitally, they were copied into the tax credit coverage from the existing data. Boundaries were identified and incorporated into the tax credit coverage for 39 properties from existing county parcel data. (The parcel data was acquired through CGIA's Framework of Public Lands Data project from county tax or GIS departments).

If tax credit boundaries did not already exist digitally, the files supplied by the Office of Legislative and Intergovernmental Affairs were reviewed for maps and deed descriptions. Boundaries from the deed or map metes and bounds coordinates were input using a menu-driven program acquired from the State Property office. This would produce the boundary for the site. The map and deed description would be further utilized to orient the boundary to its correct geographic location. If no maps existed in the file or if the deed description was not sufficient to determine the exact location of the property, the county tax office was contacted to acquire more complete information and/or maps. These were then added to the original file. (NOTE: One property in the coastal area of Onslow County (involving 26 acres of submerged land) was not incorporated into the file -- the only maps available were from the 1890's, and the shoreline has changed too much from that time to locate the three tracts involved.)

A polygon coverage depicting N.C. properties donated for tax credit. The polygon attribute table (PAT) has attribute data including total area in coverage units (square meters), total perimeter (linear meters), polygon internal identification number, polygon user identification number, a list# corresponding to a printout supplied by the Office of Legislative and Intergovernmental Affairs, a file# assigned for NCCGIA internal use, the type of donor (ex. corporate or individual), the type of recipient (state, local, or non-profit), the recipient's name, the county location, the number of donors involved in the transaction, the donation's conservation use (ex. public access), the number of acres listed in the file for the property, the number of acres calculated by the GIS system, the type of interest, the property's estimated value, the maximum possible amount of tax credit allowed, the conservation detail of the property use (ex. greenway), the map source (or data source), the year of donation, the deed book and page number, and the county PIN#. (NOTE: "N/A" for PIN# means that the county does not use PIN#'s or that they did not have a PIN# listed in their system for the book and page number given.) The coverage contains annotation of CGIA's internal file#. There are no lookup tables or cartosets for this data. >CTCP.PAT Polygon Attribute Table >COLUMN ITEM NAME WIDTH OUTPUT TYPE DEC DESCRIPTION >1 AREA 4 12 F 3 Area in coverage units >5 PERIMETER 4 12 F 3 Perimeter in coverage units >9 CTCP# 4 5 B - Poly internal id number >13 CTCP-ID 4 5 B - Poly user id number >17 LIST# 12 12 C - List# from source agency > printout >29 FILE# 18 18 C - File# for NCCGIA use >47 DONOR_TYPE 10 10 C - Donor type >57 RECIP_TYPE 10 10 C - Recipient type >67 RECIP_NAME 40 40 C - Recipient name >107 CO_LOCATION 12 12 C - County location >119 NUM_DONORS 4 5 B - Number of donors >123 CONS_USE 20 20 C - Conservation use >143 FILE_ACRES 8 8 C - File acres >151 GIS_ACRES 8 8 F 2 GIS acres >(NOTE: this item is recalculated after the file is altered.) >159 TYPE_INTEREST 4 4 C - Type of interest >163 EST_VALUE 12 12 C - Estimated value >175 MAX_POS_TAXCR 8 8 C - Maximum tax credit >183 CONS_DETAIL 40 40 C - Conservation detail >223 MAP_SOURCE 40 40 C - Map source >263 YEAR_OF_GIFT 4 4 C - Year of donation >267 BOOK_NUMBER 10 10 C - Deed book number >277 PAGE_NUMBER 12 12 C - Deed page number >289 PIN# 18 18 C - County PIN# > >CTCP.AAT Arc Attribute Table >COLUMN ITEM NAME WIDTH OUTPUT TYPE DEC DESCRIPTION >1 FNODE# 4 5 B - From-node id of > linear feature >5 TNODE# 4 5 B - To-node id of linear > feature >9 LPOLY# 4 5 B - Left-side polygon > id of linear feature >13 RPOLY# 4 5 B - Right-side polygon > id of linear feature >17 LENGTH 4 12 F 3 Length of linear > feature in meters >21 CTCP# 4 5 B - Internal id number >25 CTCP-ID 4 5 B - Internal id number
