The NC Center for Geographic Information and Analysis, using US Department of Commerce, Bureau of the Census data, developed the GIS data set, 1980 Census Boundaries/Population, containing easily accessible population and housing counts for the state of North Carolina.
This file was developed to enable a user to see population and housing statistics from the 1980 Census as a way of tracking population and housing counts over time. This data was created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS).
Mixed census units were used to develop this layer. For example, some counties contain census tracts and enumeration districts while others only contain census tracts. The identification numbers for each unit may not necessarily correspond to census statistical tapes. This coverage corresponds to the DOT county boundaries file. Other county boundary files may not be compatible with this layer. >system filename: cen80 file size = 3.2 mb > >Revisions and updates to this layer include: >2.) filename: cen801298 The December 1998 update to this layer >consisted of projecting the data from NAD27 datum, State Plane >projection, units of measure feet TO: NAD83 DATUM, State Plane >PROJECTION, UNITS OF MEASURE METERS. The US Dept. of Commerce, Bureau of the Census delineated the 1980 census boundaries on maps at approximately 1:126,720-scale. An ARC/INFO version 5.0 coverage was created and attributed for the data. The attributes include census data, including population totals per polygon, per square mile, and per acre. The digital files were plotted and overlayed to the originals and linework and label corrections were made. Due to discrepancies in population totals, the DEHNR-State Center for Health and Environmental Statistics, Environmental Statistics & GIS Section reviewed the population totals and corrected inaccuracies in July 1994.
Using ESRI's ARC/INFO GIS software, the dataset was built for arc and polygon topology using the "build" command. The data set was then cleaned with a fuzzy tolerance of 1 foot. Topology has not been edited since the last build or clean.
These data represent as subset of the boundary and population information for 1970, as mapped by the US Dept. of Commerce, Bureau of the Census.
The 1980 Boundaries/Population data were mapped from paper blueline census maps and line check plots were edited within the original linewidth on the blueline base. map units: feet, precision: single, fuzzy: 1.0, dangle: 1.0.

A polygon coverage depicting the 1980 census boundaries and population as established by the US Dept. of Commerce, Bureau of the Census. The polygon attribute table (PAT) has attribute data including total area in coverage units (square meters), total perimeter (linear meters), polygon internal identification number, polygon user identification number, census unit id, geographical division; county name and FIPS number; population totals for polygons, per acre, and per square mile; item used to identify surface waters, region of the state, and total of acres. >CEN80.PAT Polygon Attribute Table >COLUMN ITEM NAME WIDTH OUTPUT TYPE DEC DESCRIPTION >1 AREA 4 12 F 3 Total area in meters >5 PERIMETER 4 12 F 3 Total perimeter in meters >9 CEN80# 4 5 B - Poly internal id number >13 CEN80-ID 4 5 B - Poly user id number >17 CE80 12 13 C 0 Census unit id number >29 GEOG 4 5 C - Geographic division >33 LAKES 4 5 B - Item used to identify surface waters >(negative numbers = lakes) >37 CO-NAME 12 13 C - County name >49 POP.TOTAL 4 8 B - Total population for polygon >53 CO# 4 5 B - Federal Information Processing Standard >for the county >57 REGION 2 2 C - East, Central, or West >59 ACRES 4 12 F 2 Area/43560 >63 POP.ACRE1980 8 12 F 3 Population per acre >71 POPDEN.SQMILE 8 12 F 3 Population per square mile >79 FIPS 3 3 C - County FIPS code >CEN80.AAT Arc Attribute Table >COLUMN ITEM NAME WIDTH OUTPUT TYPE DEC DESCRIPTION >1 FNODE# 4 5 B - From-node id of linear feature >5 TNODE# 4 5 B - To-node id of linear feature >9 LPOLY# 4 5 B - Left-side polygon id of linear >feature >13 RPOLY# 4 5 B - Right-side polygon id of linear >feature >17 LENGTH 4 12 F 3 Length of linear feature in meters >21 CEN80# 4 5 B - Internal id number >25 CEN80-ID 4 5 B - Internal id number
