The North Carolina Department of Environment and Natural Resources, Division of Water Quality, Planning Branch in cooperation with the NC Center for Geographic Information and Analysis, developed the GIS data set, National Pollutant Discharge Elimination System Sites(NPDES), to enhance planning, siting, and impact analysis in areas which are directly affected by these sites. The file identifies outfall locations for individual NPDES permitted wastewater discharges to surface waters in North Carolina.
These data were created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS).
system filename : npdes file size = Less than 0.5 megabyte Revisions and updates to this layer include: 9.) filename: npdes03 The October 22, 2003 update consisted of obtaining the most current NPDES data from the Division of Water Quality, NPDES Unit (September 4, 2003). Latitude/longitude coordinates were the best available; some points have been collected using Global Positioning Systems; not all points have been included in ground-truthing efforts. 8.) filename: npdes1000 The October 11, 2000 updates consisted of obtaining the most current NPDES data from the Division of Water Quality to replace existing data. .PAT items incorporated into the new version that did not exist in the December 1998 version include: permpipe, status, majorminor, issuedate, expdate, flow_mgd, dc1, dc2, dc3, dc4, dc5, region, lat, long, and class. (For further details on the items, see Entity_and_Attribute_Information section.) .PAT items removed include date (Last time point was checked by technician for accuracy) and MAP# (DWQ quadrangle map index number). NOTE: The following permits were removed from the database: NC0007064, NC0074578, NC0084883, and NC0086304. (Because of lat/long problems, these points fell outside the state, and NCDWQ did not have staff available to research and rectify these errors.) 7.) filename: npdes1298 The December 1998 update to this layer consisted of projecting the data from NAD27 datum, State Plane projection, units of measure feet TO: NAD83 DATUM, State Plane PROJECTION, UNITS OF MEASURE METERS. This was done to comply with the NC Geographic Information Coordinating Council's "Statement of Direction for North Carolina Corporate Geographic Database Horizontal Reference, Datum and Unit of Measure". This reprojecting was done in various ways depending on the data type and content. Vector data was projected using the 'project' command in ESRI's Arc software and topology was cleaned and built based on coverage needs. The NC DENR Water Quality Planning Section presented the NPDES sites to NC CGIA as Excel spreadsheets. They were converted to ARC/INFO coverages and were given attributes also supplied by the Water Quality Planning Branch. The digital files were plotted and any necessary label corrections were made.
Using ESRI's ARC/INFO GIS software, the dataset was built for points using the "build" command. Topology has not been edited since the last build or clean.
These data represent the locations and identities of National Pollutant Discharge Elimination System Sites in North Carolina as identified by the Water Quality Planning Section.
The National Pollutant Discharge Elimination System Sites were originally marked on 7.5 Minute USGS paper topographic maps which meet National Map Accuracy Standards. Sites were located using a best estimate with reference to surrounding features. The NPDES unit now maintains latitude/longitude coordinates in tabular format.

Latitude and Longitude coordinates of existing points of pollution were originally derived from USGS 7.5 minute Quadrangles; recent data have been added or checked using Global Positioning Systems at the sites.

The DWQ ASCII files were converted to ARC/INFO version 5.0. The digital files were attributed and checkplots were created for review by the Water Quality Section. Necessary corrections were made and new plots were run. CGIA updates the digital file as needed.

Data are output from a DWQ Excel spreadsheet maintained by the DWQ NPDES Unit last updated on September 4, 2003. CGIA converted latitude and longitude fields (degrees/minutes/seconds) to decimal degrees, created an event theme in ArcView 3.x, and projected the resulting point theme to state plane coordinates, NAD 1983 meters. CGIA did quality control on the points with county boundaries, detailed hydrography and previous NPDES points as base layers.
