In the late 1990s, the North Carolina Department of Environment and Natural Resources, Division of Water Quality developed a GIS data set representing point locations of intensive animal operations in North Carolina. In 2003, CGIA used digital ortho photography from 1998 to verify the DWQ points for swine operations and to identify additional swine lagoons and barns visible in the photos. The intention is to display patterns of swine operations for planning and impact analysis without including attributes of the operations. Matching points to DWQ permits, for example, would take more research and processing.
This data was created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS).

The NC DENR Water Quality Section provided the NC Center for Geographic Information and Analysis (CGIA) with a 1999 shape file of points representing registered animal operations for the State of North Carolina. The data were intended for planning purposes and were not verified or documented for GIS.
Using ESRI's ARC/INFO Arcview software, a point shapefile was created.
These data represent the locations and identifies swine lagoon locations in North Carolina as identified by the NC DENR Water Quality Section.
The registered animal operation locations were marked on 7.5 Minute USGS paper topographic maps which meet National Map Accuracy Standards. Sites were located using a best estimate with reference to surrounding features.

The North Carolina Department of Environment and Natural Resources, Division of Water Quality, provided the NC Center for Geographic Information and Analysis (CGIA) with a 1999 shape file of points representing registered animal operations for the State of North Carolina. The data were intended for planning purposes and were not verified or documented for GIS. In March 2003, for selected counties, CGIA used 1998 color orthophotography (DOQQ, Color Infrared) to verify the location of the points representing animal operations. Swine operations typically consist of long rectangular metallic barns and rectangular waste lagoons, both of which are visible in the orthophotos (1-meter resolution). CGIA added a point for each swine lagoon location that could be verified from the orthophotography. As of August 6, 2003, the verified points had not been reviewed by the Division of Water Quality and attributes had not been updated. This method does not account for new operations after 1998-99 and cannot assure completeness or accuracy for operations existing before 1999. More information about animal operation permits is available from the Division of Water Quality, http://h2o.enr.state.nc.us/ndpu/ndpuapps.html CGIA updates the digital file as needed.
