The North Carolina Department of Transportation-GIS Unit developed the digital GIS Municipal Boundaries - Powell Bill 2002 data set from the 2002 Powell Bill boundaries which incorporated municipalities in North Carolina are required to submit to NCDOT on a regular basis. Satellite Annexations for towns carry the same population figure that the main town polygon contains, and towns split by county lines have the same population figure in each polygon. Sources for the boundaries vary in scale and format based on whatever the municipality supplied.
Incorporated municipalities are required to supply the NCDOT with their official municipal boundaries on a regular basis. This data were created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS). Municipal boundaries are recognized as a base cartographic layer for location analysis.

The NC DOT collected town and city maps of various scales from munici- palities participating in the Powell Bill. The maps were digitized in Integraph at NC DOT-GIS Unit and digital files compared for accuracy against the originals. DOT converted the data to ARC/INFO and attributes were supplied in an associated text file which was joined to the coverage.
Using ESRI's ARC/INFO GIS software, the dataset was built for arc and polygon topology using the "build" command. The "polyregion" command was used to create a region subclass from an existing polygon coverage. Topology has not been edited since the last build or clean. Using ESRI's Arcview 3.2 GIS software, the coverage was converted to a polygon shape file.
These data represent the locations and identities of municipalities that participated in the Powell Bill. The data layer is current to October 13, 2003, its release date. Satellite Annexations for towns carry the same population figure that the main town polygon contains, and towns split by county lines have the same population figure in each polygon. Sources for the boundaries vary in scale and format based on whatever the municipality supplied.
The accuracy of the municipal boundaries in this data set vary according to the sources of the boundaries. DOT-GIS Branch should be contacted for specific information on a particular municipality.

The NC DOT file was converted to ARC/INFO by CGIA. The coverage was then converted to a shapefile using ESRI's Arcview GIS software. In October 2003, CGIA received a file with 2002 municipal population estimates from the NC State Demographer. This file was joined to the shapefile to get population estimates for municipaltities that participated in the 2002 Powell Bill.
