The North Carolina Department of Environment, Health, and Natural Resources, Division of Marine Fisheries, in cooperation with the NC Center for Geographic Information and Analysis, developed the GIS Data set, Fisheries Nursery Areas, to describe areas where the initial post-larval and juvenile development of young finfish and crustaceans in North Carolina occurs. The file enables the user to identify these protected areas.
This data was created: to assist governmental agencies and others in making resource management decisions, to help protect the areas designated as Fisheries Nursery Areas, and for use in a Geographic Information System (GIS).

The NC DEHNR-DMF delineated the boundaries on 24k USGS paper topographic maps. NCCGIA digitized these boundaries and attributed them with DMF codes. All relate tables have been added to the feature attribute tables. The digital files were plotted and overlayed to the originals and label corrections were made. This digital file is updated irregularly.
Using ESRI's ARC/INFO GIS software, the dataset was built for arc and polygon topology using the "build" command. The data set was then cleaned with a fuzzy tolerance of 1 foot. Topology has not been edited since the last build or clean.
These data represent the locations of primary, secondary, and special secondary nursery areas, where the initial post-larval and juvenile development of young finfish and crustaceans occurs, as determined by the Division of Marine Fisheries. Each nursery area is labeled as primary, secondary, and special secondary.
Fisheries nursery area boundaries were marked on 7.5 Minute USGS paper topographic maps which meet National Map Accuracy Standards, using a best estimate with reference to surrounding features. Boundaries drawn were digitized and check plots used to ensure correct boundary location within a line width. map units: meters, precision: single, fuzzy: 0.598, dangle: 0.10

CGIA provided clear poly film overlays to NC DEHNR-Division of Marine Fisheries for mapping of the nursery areas. The overlays were taped to USGS 1:24,000-scale topo maps and registration marks were transferred. Next, using the given shoreline information of the topo maps, the nursery area polygons and their identification numbers were drawn. The overlays were passed onto CGIA for automation.

CGIA received the overlays and digitized the nursery areas as depicted. The polygons were labeled according to the identification numbers given, and additional attribute information given by NC DMF was entered into the .PAT. The individual coverages were joined together to form one statewide coverage. Relate tables were joined to the feature attribute tables.

A polygon coverage depicting boundaries of primary, secondary, and special secondary nursery areas. The polygon attributetable (PAT) has attribute data including total area in coverage units (square meters), total perimeter (linear meters), polygon internal identification number, polygon user identification number, name of the 1:24,000-scale topographic quadrangle, a DMF regulation number, a nursery area id number, the county name, a code for the body of water in which the nursery area is found, the water body name, a DMF district location, and a nursery area type. A deductive estimate was used to determine the attribute accuracy value. >FNA.PAT Polygon Attribute Table >COLUMN ITEM NAME WIDTH OUTPUT TYPE DEC DESCRIPTION >1 AREA 4 12 F 3 Total area in meters >5 PERIMETER 4 12 F 3 Total perimeter in meters >9 FNA# 4 5 B - Poly internal id number >13 FNA-ID 4 5 B - Poly user id number >17 QUAD-NAME 45 45 C - Name of quad map nursery is in >62 REG# 22 22 C - DMF regulation number >84 NAID 4 5 B - Nursery area id number >88 COUNTY 22 22 C - County nursery area is in >110 WTR-CODE 12 12 C - Code for body of water >122 WB-NAME 40 40 C - Water body name >162 DIST 12 12 C - FNA district location >174 TYP 5 6 C - Type of nursery area
