NC DENR-Division of Environmental Health, Environmental Health Services Section, Shellfish Sanitation Branch in cooperation with the NC Center for Geographic Information and Analysis, developed the digital Conditionally Approved Shellfish Harvesting Areas data to enhance planning, siting and impact analysis in areas directly affecting these areas. This file enables users to identify the areas which are conditionally approved open or closed for shellfish harvesting due to significant rainfall events. This data covers the southeastern coast of North Carolina.
This data was created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS).

Coordinate readings in degrees-minutes-seconds for closure lines were taken and then transferred onto various NOAA nautical charts by the Shellfish Sanitation Branch. The nautical charts were photo-copied and then distributed to CGIA for digital automation. After automation, check plots at 1:24,000 scale were run for QA/QC purposes. Staff at Shellfish Sanitation Branch either verified or made corrections to the checkplots. Those corrections were then entered into the digital file. This digital file is updated and changes occur.
Using ESRI's ARC/INFO GIS software, the dataset was built for polygon topology using the "build" command. The data set was then cleaned with a fuzzy tolerance of (1 foot.) Topology has not been edited since the last build or clean.
These data represent the locations of Conditionally Approved Shellfish Harvesting Areas in North Carolina as delineated by NC DENR - Division of Environmental Health, Environmental Health Services Section, Shellfish Sanitation Branch. Each area is labeled as having either conditionally open or conditionally closed status or being non-water.
Closed Shellfish Harvesting Areas were generated by coordinates given to CGIA from the Shellfish Sanitation Branch. After the closure line was generated, it may have been extended or shortened to meet the appropriate shoreline file. This method gave CGIA the best estimate with reference to surrounding features.
Locations of Conditionally Approved Shellfish Harvesting Areas
Paper maps used to delineate the closed shellfish harvesting areas vary in scale with the largest being 1:12,500 and the smallest being 1:416,944.

A backcover of the USGS 1:24,000-scale hydrography was used to give a reference for determining part of the boundary for the closure polygons. The coordinates supplied by Shellfish Sanitation Branch to CGIA were then projected from degrees-minutes-seconds into NC state plane coordinates using the Arc PROJECT command. Those new coordinates were entered into the digital file using Arc/Info's Arcedit module and the coordinate keyboard ADD command. Adjustments were made to the shape of the generated closure line due to inexact positioning of the shoreline. Part of the closure arcs shared by the shoreline file were copied from the shoreline coverage to create closed polygons. The resulting coverage was built for topology and labeled to indicate those polygons that were conditionally approved open or closed, or were merely islands within. Checkplots were created at the 1:24,000-scale and then reviewed by Shellfish Sanitation staff for accuracy. Edits were made and a complete coverage was established which undergoes periodic updates as areas open or closed by pollution.
