In the early years of North Carolina State College, the circulation of books was managed by the university librarian and a group of student assistants. In the 1930s, librarian William Porter Kellam organized the library into five departments: reference, ordering, cataloging, periodicals, and circulation, which would later become Access and Delivery Services. Robert W. Severance was the first circulation librarian, followed by Harlan Brown. In the 2010s, the department's name was changed to Access Services with a mission to develop and implement services that connect users with experts, collections, technology, and spaces.
