EAC 795: Legal Issues in Training and Development

Statutes and Codes

Laws that are passed by a legislative body are issued in two types of publications. One gives the text of laws in the chronological order in which they are passed. The other type groups similar laws together by broad topic and provides a "snapshot" of all the permanent laws of a political entity at a given moment in time.

The titles given to the publications representative of these types of resources are not consistent, and may be the cause of some confusion.

The U.S. Code contains the government's official text of laws passed by Congress. It is arranged in 50 broad topics. Indexes are provided by subject and popular name; also included are various conversion tables -- from Public Law number to Code Title, for example. It is issued every six to eight years with an annual cumulative supplement between editions.

United States Code Annotated
D. H. Hill Ref. KF625. W45 (Reference - 1st Floor, East Wing)
The U.S. Code Annotated provides the same information as does the U.S. Code, but it is published by a commercial firm. It provides additional annotations to court decisions which discuss specific statutes, to regulations and to articles which may be pertinent. This set is updated annually with pocket parts that fit into the back cover of each volume.

Congressional Bibliographies

You may search for the printed transcripts of hearings in the Catalog of U.S. Government Publications.

This set is a "code" or subject arrangement of laws. Each section includes references to court decisions and legal periodical articles which discuss the section. It is updated at the end of each legislative session. The set includes subject, agency, and popular name indexes.

Session Laws of North Carolina, 1893 to date
D. H. Hill Stacks KFN7425 .A243 (5th floor, Tower stacks)
Each volume is a chronological compilation of laws and resolutions passed by the General Assembly and executive orders issued by the Governor during a legislative session. It is published several months after the session ends and includes a subject index and bill number index.
