Rules and Regulations
A legislative body may pass an "enabling" act which delegates power to an
entity within the executive branch to make rules or regulations on some
specific matter. For example, the U.S. Congress has given the Environmental
Protection Agency the authority to oversee clean air and water, and to the
Nuclear Regulatory Commission the power to license and oversee the operation
of nuclear power plants.
The agencies to which such authority has been granted will issue rules and
regulations that have the force of law. Like publications containing
statutory law, agency regulations are released in both chronological order and
in compilations by broad topic.

This multi-volume set is a compilation of regulations adopted by state
agencies organized by executive departments and occupational licensing boards.
It has no index, so you must determine the department which is responsible for
the regulated area and review the table of contents for the agency. Pages
with new regulations are provided monthly.
