WORKPLACE GOODS JOB GROWTH AND COMPETITIVENESS ACT
Committee on Rules: The Committee granted, by voice vote, a modified open rule
providing 1 hour of general debate on H.R. 2005, Workplace Goods Job Growth
and Competitiveness Act of 1999. The rule makes in order the Committee on the
Judiciary amendment in the nature of a substitute now printed in the bill as
an original bill for the purpose of amendment, which shall be open for
amendment at any point. The rule makes in order only those amendments printed
in the Congressional Record and pro forma amendments for the purpose of
debate. The rule provides that each amendment printed in the Congressional

SMALL BUSINESS LIABILITY REFORM ACT
Committee on Rules: The Committee granted, by voice vote, a structured rule,
providing one hour of general debate on H.R. 2366, Small Business Liability
Reform Act of 2000, equally divided between the chairman and ranking minority
member of the Committee on the Judiciary. The rule makes in order the
Committee on the Judiciary amendment in the nature of a substitute now printed
in the bill as an original bill for the purpose of amendment. The rule makes
in order only those amendments printed in the Rules Committee report
accompanying the resolution. The rule provides that the amendments made in
order may be offered only in the order printed in the report, may be offered
only by a Member designated in the report, shall be considered as read, shall
be debatable for the time specified in the report equally divided and
controlled by the proponent and an opponent, shall not be subject to
amendment, and shall not be subject to a demand for a division of the question
in the House or in the Committee of the Whole. The rule waives all points of
order against the amendments printed in the report. The rule permits the
Chairman of the Committee of the Whole to postpone votes during consideration
of the bill, and to reduce voting time to five minutes on a postponed question
if the vote follows a fifteen minute vote. Finally, the rule provides one

GOVERNMENT WASTE CORRECTIONS ACT
Committee on Rules: Granted by voice vote an open rule providing one hour of
general debate on H.R. D1371827, Government Waste Corrections Act of 1999,
equally divided and controlled by the chairman and ranking member of the
Committee on Government Reform. The rule provides that, in lieu of the
amendment recommended by the Committee on Government Reform and printed in the
bill, the amendment in the nature of a substitute printed in the report of the
Committee on Rules accompanying the resolution be considered as original text
for the purpose of amendment. The rule waives clause 4 of rule XXI
(prohibiting appropriations in a legislative bill) against provisions included
in the amendment in the nature of a substitute. The rule provides that the
amendment in the nature of a substitute shall be open for amendment at any
point. The rule allows the Chairman of the Committee of the Whole to accord
priority in recognition to Members who have pre-printed their amendments in
the Congressional Record. The rule allows the Chairman of the Committee of the
Whole to postpone votes during consideration of the bill and to reduce voting
time to five minutes on a postponed question if the vote follows a fifteen
minute vote. Finally, the rule provides one motion to recommit with or without

SMALL BUSINESS REAUTHORIZATION ACT
Committee on Rules: Granted, by voice vote, an open rule providing one hour of
general debate on H.R. 3843, Small Business Reauthorization Act of 2000,
equally divided between the chairman and ranking member of the Committee on
Small Business. The rule waives all points of order against consideration of
the bill. The rule provides that the bill will be open for amendment by
section. The rule authorizes the Chair to accord priority in recognition to
Members who have pre-printed their amendments in the Congressional Record .
The rule allows the Chairman of the Committee of the Whole to postpone votes
during consideration of the bill, and to reduce voting time to five minutes on
a postponed question if the vote follows a fifteen minute vote. The rule
provides one motion to recommit, with or without instructions. Finally, the
rule lays H. Res. 432 (providing for consideration of the conference report to
accompany S. 376) on the table. Testimony was heard from Chairman Talent and
Representative Velazquez.
WENDELL H. FORD AVIATION INVESTMENT AND REFORM ACT FOR THE 21ST CENTURY
Committee on Rules: Granted, by voice vote, a rule waiving all points of order
against the conference report to accompany H.R. 1000, Wendell H. Ford Aviation
Investment and Reform Act for the 21st Century and against its consideration.
