Committee on Rules: Granted a rule providing 3 hours and 20 minutes of
debate on H.R. 1, Family and Medical Leave Act of 1993. Clause 2(L)(6)
of Rule XI is waived against the bill. The rule makes in order the
substitute printed in Part 1 of the report to accompany the rule as an
original bill for the purpose of amendment as modified by the amendment
printed in section 2 of the rule. The rule makes in order no other
amendments except the three amendments listed in part 2 of the report.
Each amendment is debatable for 20 minutes and may be offered only by
the proponent or his designee. The amendments are not subject to
amendment nor to a demand for a division of the question. Finally, the
rule provides one motion to recommit with or without instructions.

NATIONAL VOTER REGISTRATION ACT; COMMITTEE BUDGET

Committee on Rules: The Committee granted a rule providing 1 hour of
debate on H.R. 2, National Voter Registration Act of 1993. Clause
2(L)(6) of Rule XI is waived against the bill. The rule provides that
the amendments reported by the House Administration Committee and now
printed in the bill, along with the amendment printed in part 1 of the
report to accompany the rule, will be considered as adopted in the House
and in the Committee of the Whole. The rule makes in order no other
amendments except one amendment to be offered by Representative Michel
or his designee and printed in part 2 of the report to accompany the
rule. The Michel amendment is debatable for 1 hour and is not subject to
amendment. The rule provides one motion to recommit. 

The Committee also adopted its budget. 

FAMILY AND MEDICAL LEAVE ACT

Committee on Rules: Granted a rule allowing the House to consider a rule
on the same day it is reported--without a two-thirds majority vote as
required in clause 4(b) of rule XI--so long as the rule provides for
consideration of a bill relating to family and medical leave.

Committee on Science, Space, and Technology: Subcommittee on Technology,
Environment and Aviation held a hearing on National Competitiveness

FAMILY PLANNING AMENDMENTS ACT

Committee on Rules: Granted a rule providing 1 hour of debate on H.R.
670, Family Planning Amendments Act of 1993. The rule waives clause
2(L)(6) of rule XI against consideration of the bill. Only the Bliley
amendment (No. 2) printed in the report to accompany the rule is in
order. The amendment is debatable for 60 minutes and is not subject to
amendment nor to a demand for a division of the question. Finally, the
rule provides one motion to recommit. Testimony was heard from
Representatives Waxman, Bliley, Solomon, McCollum, Smith of New Jersey,
Burton of Indiana, DeLay, Bartlett of Maryland and Hyde.
