YOSEMITE NATIONAL PARK

PERSIAN GULF RESOLUTIONS

Committee on Rules: Granted a rule providing for consideration in the House of
three measures--a concurrent resolution expressing the sense of Congress that
Congress must approve any offensive military action against Iraq, if offered
by Representatives Bennett, Durbin or their designee; a concurrent resolution
regarding United States policy to reverse Iraq's occupation of Kuwait, if
offered by Representatives Hamilton, Gephardt or their designee and a joint
resolution authorizing the use of United States Armed Forces pursuant to
United Nations Security Council Resolution 678, if offered by Representative
Michel or his designee. The text of these resolutions will be printed in the
Rules Committee report to accompany the rule. Each resolution will be
debatable in the House for one hour, equally divided and controlled by the
proponent and a Member opposed. The rule provides 12 hours of general debate
on the situation in the Middle East, equally divided and controlled by the
majority and minority leader. After consulting with the minority leader, it
will be in order for the majority leader or his designee to move to extend the
period of debate and the motion will not be debatable. After general debate is
concluded, it will be in order to consider the Bennett/Durbin resolution.
After the first concurrent resolution is disposed of, it will be in order to
consider the Hamilton/Gephardt resolution. After the second concurrent
resolution is disposed of, it will be in order to consider the Michel joint
resolution. The rule provides one motion to commit, if offered by
Representative Michel or his designee, on the joint resolution.

Prior to this action, the Committee heard testimony from Representatives
Bennett and Durbin on H. Con. Res. 1, to express the sense of Congress that
Congress must approve any offensive military action against Iraq. The
Committee also heard testimony from Speaker Foley, Representatives Fascell,
Hamilton, Solarz, Washington, Michel and Broomfield on bills relating to the
Persian Gulf.

clause 2(L)(6) of Rule XI and clause 7 of rule XXI against consideration of
the bill. The rule also waives clauses 2 and 6 of rule XXI against the
provisions of the bill, except three specified provisions. The rule makes in
order three amendments, to be offered by Representatives Slattery, Chapman,
and Kolbe, to be printed in the report accompanying the rule, and to be
debatable for time specified in the rule. The rule waives clause 2 of rule XXI
against all three amendments. The rule waives clause 7 of rule XVI against the
Chapman and Kolbe amendments and makes it in order to consider the Kolbe
