oversight hearing on OSHA's proposed standard to protect health care workers
against blood borne pathogens, including AIDS and hepatitis B viruses.

RESOURCE CONSERVATION AND RECOVERY ACT REAUTHORIZATION 

Committee on Energy and Commerce: Subcommittee on Transportation and Hazardous
Materials held a hearing on the following bills: H.R. 3735, to amend the Solid
Waste Disposal Act to authorize appropriations for the fiscal years 1990
through 1993; H.R. 3736, to amend the Solid Waste Disposal Act to ensure that
any solid waste exported from the United States to foreign countries is
managed to protect human health and the environment; and H.R. 3737, to amend
the Internal Revenue Code of 1986 to impose an excise tax on certain uses of
virgin materials and to establish a trust fund for recycling assistance and
solid waste management planning. Testimony was heard from Representatives
Synar, Wyden, Wolpe, Erdreich and Sarpalius; Don R. Clay, Assistant

NATIONAL VOTER REGISTRATION ACT

Committee on Rules: Granted a modified closed rule providing 1 hour of debate
on H.R. 2190, National Voter Registration Act of 1989. In lieu of the
amendments now printed in the bill, the rule makes in order an amendment in
the nature of a substitute printed in the report accompanying this resolution
as original text for purpose of amendment. The substitute shall be considered
as having been read. No amendment to the substitute is in order except the
amendments printed in the Congressional Record on or before February 5, 1990,
if offered by Representative Michel, or his designee. The amendments shall be
considered en bloc and are debatable for one hour, equally divided and
controlled by the proponent of the amendment and a member opposed thereto. The
amendments en bloc are not subject to amendment or to a demand for a division
of the question in the House or in the Committee of the Whole. Finally, the
rule provides one motion to recommit with or without instructions. Testimony
