PATENTS IN SPACE; COPYRIGHT POLICY ISSUES
Committee on the Judiciary: Subcommittee on Courts, Civil Liberties, and the
Administration of Justice approved for full Committee action the following
bills: a clean bill to be introduced in lieu of H.R. 2725, to amend title 35,
United States Code, and the National Aeronautics and Space Act of 1958, with
respect to the use of inventions in outer space; and H.R. 3108, to amend title
18, United States Code, to clarify the definition of the local service area of
a primary transmitter in the case of a low power television station.
LIABILITY INSURANCE CRISIS
Committee on Public Works and Transportation: Subcommittee on Investigations
and Oversight concluded hearings on the crisis in insurance affordability and
availability. Testimony was heard from Heather J. Gradison, Chairwoman, ICC;

EXPEDITED FUNDS AVAILABILITY ACT
Committee on Rules: Granted a rule providing one hour of debate on H.R. 2443,
Expedited Funds Availability Act. The bill shall be considered for amendment
under the five-minute rule. Makes in order a Banking Committee amendment in
the nature of a substitute now printed in the bill as original text for the
purpose of amendment under the five-minute rule. The bill shall be considered
by sections, each section shall be considered as having been read. Waives all
points of order against said substitute for failure to comply with the
provisions of clause 5(a), Rule XXI (prohibiting appropriations in a
legislative bill). No amendment is in order except pro forma amendments for
purpose of debate and amendments printed in the Congressional Record at least
one legislative day prior to their consideration. Provides one motion to

EMERGENCY EXTENSIONS; TEMPORARY EXTENSIONS
Committee on Rules: Agreed to a unanimous-consent request that the votes taken
on December 19, 1985, by which the Committee ordered that rules be reported
providing for the consideration of the bills H.R. 3993, to extend until March
15, 1986, the application of certain tobacco excise taxes, trade adjustment
assistance, and borrowing authority under the railroad unemployment insurance
program, and to extend until March 15, 1986, and December 31, 1986, the
application of certain Medicare hospital and physician provisions,
respectively, and H.R. 3994, to extend until December 31, 1985 the application
of certain tobacco excise taxes, trade adjustment assistance, certain Medicare
reimbursement provisions, and borrowing authority under the railroad
unemployment insurance program, in the House, be vacated. The Committee
further agreed to a unanimous-consent request that the motions to report those
rules be laid on the table.

Committee on Agriculture: Subcommittee on Wheat, Soybean and Feed Grains
approved for full Committee action the following bills: H.R. 4105, to provide
for an equitable method of establishing 1986 and 1987 farm program payment
yields for the purposes of the wheat, feed grains, upland cotton, and rice
programs; and H.R. 4079, amended, to amend the Agricultural Act of 1949 to
authorize the Secretary of Agriculture to modify the definition of nonprogram
crop to discourage any increase in the production of any commodity that would
adversely affect the income of producers of that commodity.
