While this list is somewhat prescriptive, it does not preclude a library from adding translations from other languages using Cutters from the list. Thus, if you have a Japanese translation of a title and no Russian ones, you may use .x17 to represent Japanese. A Hindi translation may be put in .x16 or even .x15 if it is unlikely that an Italian or German translation will be purchased.
